$31 million spending plan passed in Elmira
ELMIRA, N.Y. -- The Elmira City Council has passed the 2013 $31 million spending plan. The lone vote against came from William McCarthy, who cited increased taxes and small salary increases for council members.
The spending plan includes a 2.9 percent tax increase. That amounts to $27 for a house assessed at $50,000.
The budget does not include any layoffs or increases in sanitation fees. It also includes continued funding for all public services.
